So, you will have to assume that what they 're trying to say is that:

Very little info on the AFD, but it's very obvious that if you don't know what you're doing, it's going to cost you. Nowhere in the AFD does it give you details but you can get them from here:

http://www.burbankairport.com/noise/noise-issues/noise-rule-summary.html

you are being monitored:

http://www4.passur.com/bur.html Here is one excerpt of the many rules:

"Between the hours of 10:00 p.m. and 7:00 a.m. (local time) daily, the following activities are prohibited:
Intersection takeoffs
Maintenance run-ups
Flight training operations
Practice approaches
Touch and go landings"

Airport KCMA Cammarillo Noise sensitive all quadrants practice noise abatement/fly quiet/procedures.

There's something to consider, in regards to airport & aircraft & noise.

"abatemnet/fly quiet/procedures" is a broad subject to comprehend. So, here are some sources that might be quite interesting:

http://portal.countyofventura.org/portal/page/portal/airports/Camarillo%20Airport/Noise%20Abatement%20Procedures

The question is, who would have even been able to figure out that a webpage like this exsists? By the way, there is a pdf file that illustrates the noise sensitive area and arrival routes for helicopters also.

Airport KCRQ Carlsbad Rwy 06–24 south VFR tfc pattern clsd 0600–1500Z‡. No jet acft training due to noise abatement and traffic congestion. Multiple apchs by large acft (including large helicopters) not authorized. All acft multiple practice apch and ldgs discourage 0600–1500Z‡. Voluntary curfew, jets 0600–1500Z‡, props 0800–1400Z‡, emerg, lifeguard and law enforcement excepted. RVR touchdown Rwy 24 avbl. Rwy 24 is calm wind rwy. Arpt has noise abatement procedures ctc arpt manager 760–431–4646.

once you understand the relationship between KCRQ, Palomar, Carlbad and McClellan and figure out that they seem to all be the same airport, your next step is getting the details of the noise abatement procedures.

The website for the airport is:

http://www.sdcounty.ca.gov/dpw/airports/palomar.html

but it only confuses you even more. So, you'll need to go to this link:

http://www.sdcounty.ca.gov/dpw/airports/vnap.html

You'll still need to download a plus 3MB pdf file to get detail... Here's a direct link to one of the pdf files:

whatever it is, they are "serious" about it. Most people should just stay away from trouble(fines) but for those that need to go there, read-up carefully. And when you "do" find the entry in the A/FD, you can consider yourself as an advance user of FAA publication.

Here is what the "Special Notices" says:
No departures or engine run–ups above idle power 0730–1430Z‡. FAR Part 36 Stage 2 departures prohibited 0600–1500Z‡. Per current FAA standards all helicopters are Stage 2. Valid emergency operations or mercy flights exempt from noise abatement restrictions. Operator must provide written report to SAN noise abatement office. Noise monitoring in effect continuously. All operations of aircraft which exceed 104 Effective Perceived Noise Decibels at the takeoff reference point per FAA AC 36 Series documentation are prohibited. Very little info on the AFD, but digg into it very carefully. It does look quite technical, doesn't it?

here's an excerpt of a brochure from http://www.lawa.org/welcome_VNY.aspx?id=1034

"This program prohibits aircraft generating a noise level equal to or above 74 decibels (per Federal Aviation Advisory Circular Regulation 36-3) from departing the airport between the hours of 10 p.m. and 7 a.m. Stage 3 aircraft (newer or modified jet-engine aircraft that produce less noise) are not affected by the curfew until 11 p.m. Exempt from the curfew are helicopters, medical emergency flights, military aircraft and government-operated aircraft for emergency purposes. Additionally, run-ups for engine maintenance activity are allowed only between 7 a.m. and 7 p.m. in designated areas.
Adopted originally as an ordinance of the Los Angeles City Council in 1981, violation of the regulation results in fines ranging from $750 to $3,500 and may include denial for permission to use the airport for up to three years."
